Initially I tried making a new user called "sqlserver" with Administrator access, but that didn't work. Can someone please help. Ideally step by step from where I am.

In particular, are you logged in with an administrator account when you run setup, and is your XP PC in a domain, or is it standalone? Have you also tried using the LocalSystem account although it's better to use a domain account?
